Financing Road Infrastructure by Savings in Congestion Costs : A CGE Analysis
نویسنده
چکیده
Division of labor, outsourcing in manufacturing and just-in-time production require the provision of a good and sufficient road infrastructure system. The society is used to mobility, preference for it even increases, and the full benefit of competition can only be realized if special distances can be overcome at low cost of transportation. Since the 1970’s, however, the negative aspects of an intensive extension of road infrastructure has dominated the political decision process. The objective of this paper is to model the aspects of bottlenecks in road infrastructure, of congestion costs and of the effect of investment in infrastructure in a computable general equilibrium framework. A long-run “business as usual” simulation will show how congestion and its cost will develop over time. Given the necessity to act we will raise the fuel tax to partly finance infrastructure investment. We will then compare the cost of the addition in infrastructure with the savings in congestion costs in order to see whether this policy measure is self-financing. __________________ * Mannheim University, Department of economics, Seminargebäude A 5, D-68131 Mannheim, Phone: +49 621 181 1896, Fax: +49 621 181 1893, e-mail: [email protected]

The Financing of New Highways: Opportunities for Welfare Analysis and Credit-based Congestion Pricing
Pricing of roadways opens doors for infrastructure financing, and congestion pricing seeks to address inefficiencies in roadway operations. This paper takes a cost-benefit approach to illuminate how the costs of infrastructure can be offset via pricing, while ascertaining the welfare impacts of flat-toll, standard congestion pricing, and credit-based congestion pricing policies. While most road...
متن کاملStrategies to Overcome Network Congestion in Infrastructure Systems
Networked Infrastructure systems deliver services and/or products from point to point along the network. Demand for the services provided by such systems is typically cyclic, creating inefficiencies in capacity utilization. Congestion pricing provides incentives to shift demand from peak time periods to lower demand periods. This effectively increases the capacity of the system without the need...

متن کاملMULTI-OBJECTIVE ROAD PRICING: A Cooperative and Competitive Bilevel Optimization Approach
Costs associated with traffic externalities such as congestion, air pollution, noise, safety, etcetera are becoming unbearable. The Braess paradox shows that combating congestion by adding infrastructure may not improve traffic conditions, and geographical and/or financial constraints may not allow infrastructure expansion. Road pricing presents an alternative to combat traffic externalities. T...

According to the midterm review of the EU White Paper on Transport, Short Sea Shipping is expected to grow at a rate of 59%, in metric tones, from 2000 to 2020. We consider that the overall expected growth in freight exchanges is of 50% (also in volume) sea transport is one of the most feasible ways to reduce traffic congestion on European roads. However its clear adoption as a transport altern...
